Rockstar Officially Opens Up About GTA 6’s Massive Open-World Development

Few upcoming games have spent as much time under the microscope as Grand Theft Auto 6. Rockstar Games has spent the past few years building its biggest, newest open-world crime game, with expectations growing alongside every new trailer, screenshot, and official detail. The return to Vice City is only part of the appeal, as GTA 6 promises a much more detailed version of Leonida, complete with sprawling highways, busy streets, wildlife, and characters going about their daily lives.

The scale of Grand Theft Auto 6 also comes with a challenge that Rockstar has faced throughout the project: creating an open world that feels alive without letting its ambitions overwhelm development. Red Dead Redemption 2 already demonstrated how much detail the studio could pack into a game, but GTA 6 has pushed those expectations even further. With its November 19 release date approaching, new reporting has offered a closer look at the decisions, delays, and workplace changes behind Rockstar’s next major release.

As part of a new Bloomberg interview, Rockstar details how Grand Theft Auto 6 evolved into such an enormous undertaking, including disagreements over the game’s direction and the challenges of building its open world. Rockstar has nearly doubled in size since Red Dead Redemption 2 launched in 2018, growing from 2,441 employees to 4,711 across 12 offices. However, adding more developers has not automatically made the game easier to produce, particularly when GTA 6‘s gameplay systems, story, and overall world direction need to work together at such a high, yet incredibly detailed level. Despite all of Rockstar essentially being mobilized on this title, it wasn’t really until 2022 that the game took shape, according to co-head of development Phil Hooker:

“The pattern is very familiar. You go through a period where things don’t work, but you see snippets.”

GTA 6 also reportedly went through a difficult period, known internally as the “dark period,” when leadership struggled to settle on the game’s vision. Early plans under the codename Project Americas for GTA 6 called for a much larger setting spanning substantial areas of North and South America before the scope was reduced to Vice City and its surrounding regions. The game’s two delays were tied to development challenges, essentially all the moving pieces involved with the game ranging from the complexity of its systems to the need for a convincing world populated by detailed NPCs. In fact, Rockstar has an entire studio essentially dedicated to NPCs in GTA 6.

Rockstar has also made changes to how it develops games following criticism of the crunch associated with Red Dead Redemption 2, although some employees still report periods of crunch. Office attendance remains another point of contention, with Rockstar requiring employees to work in person five days a week because of security concerns. Management reportedly plans to revisit the policy after GTA 6 launches, while the recent dismissal of 34 employees amid a dispute over alleged union-busting remains at the fore.

The longer-term hope is that GTA 6 will leave Rockstar in a better position to develop its next projects, despite the hardships over scope, vision, crunch, and all the issues that have arisen over the past 8 years. Developers reportedly expect the engine, tools, and technology built for Grand Theft Auto 6 to make future games and additional content faster to produce. For now, Rockstar still has to bring its most ambitious open world to the finish line (without sacrificing the level of detail players have come to expect). With November 19 drawing closer, the development story offers another reminder of just how much work sits behind the open-world map of Vice City.
