Sony Once Put Official PlayStation Emulator Inside a PS1 Controller

PlayStation Pulga was the codename for a secret Sony project that would have turned a standard PlayStation DualShock controller into a PS1 emulator, though the product was never released. Like most companies, Sony has had its fair share of prototypes that were shelved before release. That said, few people knew the company once developed a PlayStation controller that could run games on its own.

On July 2, 2026, the Retro Collective YouTube channel published a talk by Brian Watson, a game developer with more than 40 years of industry experience. Throughout his career, Brian worked with some of the biggest gaming companies like Sony, contributing to projects such as the PS2 emulator on PS3 and PS VR, as well as several games, including Sony’s iconic MMOFPS MAG. However, one of the most interesting projects he worked on was PlayStation Pulga, a strange handheld emulator.

A Steam Deck prototype has seemingly been sold for thousands, giving a glimpse into the development of the popular gaming handheld.

PlayStation Pulga Was a Controller with 10 Pre-Installed Games

Toward the end of his talk at the Retro Collective museum, Watson pulled out a DualShock controller and said, “It’s a PlayStation controller, but it’s a PlayStation controller with a PS1 inside of it.” He later revealed it was called Pulga, likely as a nod to its small size, as the Portuguese word means “flea.” According to Watson, players could use the PS Pulga as a plug-and-play device that connected directly to a TV and ran up to 10 pre-installed games.

Watson explained that the controller had 4 GB of storage, enough to hold about 10 classic PlayStation games, and included a TIMP 3530 chip alongside an ARM processor running at around 650 MHz. Pulga also required no direct power source, as it worked off batteries that could provide up to 20 hours of gameplay. The veteran developer revealed that the prototype is unfortunately no longer functional, as it boots into a debugging screen, and he no longer has the software needed to run the emulator.

What makes the unusual handheld even more interesting is that it was intended to be a Brazil-exclusive product. As Watson explained, Sony was facing import issues at the time, and PlayStation consoles had become something of a black-market gaming product in the country. The idea behind Pulga was to create a portable, easy-to-manufacture version of the console that could be produced locally and bypass restrictive import regulations. Watson said, “It was intended to be manufactured in Brazil because if you manufactured it in Brazil, then you got around a lot of their import regulations. So that’s what it was for.”

Why PlayStation Pulga Was Never Released

Watson said Sony licensing could not get their act together about the royalty terms for each of the games that were meant to come pre-installed on the controller. He also said, “[Video game rights owners] were wanting way too much in the way of royalties.” While he did not specify which games were planned, he suggested the lineup would have included some popular Rockstar games alongside several first-party Sony titles. Regardless, Sony finally decided to cancel the project, as releasing it without those pre-installed games no longer made sense.

The subtitles in Retro Collective’s video refer to the project as PlayStation PUGA. However, Watson can clearly be heard referring to it as Pulga.
