Restructuring efforts at Xbox remain the subject of controversy, as the publisher continues to reevaluate its investments after a major leadership shake-up.
Sharma’s visit comes during a period of major change for Xbox, which has been under new management since the new CEO replaced longtime gaming chief Phil Spencer in February 2026. Matt Booty simultaneously became Xbox’s Chief Content Officer, with the pair subsequently outlining an Xbox reset intended to improve the struggling gaming business. Among the problems identified by the new leadership were declining profitability, an overly complex organization, and a studio system that leadership said had become “overextended” while supporting multiple strategies across subscriptions, streaming, and devices. Microsoft subsequently acknowledged that the division was operating at margins substantially below comparable platforms, setting the stage for the most significant restructuring in Xbox history.

The effects of that restructuring were apparent when Xbox CEO Asha Sharma visited Bethesda’s office on August 11. Senior editor at Game Developer, Chris Kerr, reported on Bluesky that unionized Bethesda workers represented by OneBGS-CWA staged a protest outside the building, featuring “Scabby,” the enormous inflatable rat commonly used by unions during labor disputes, alongside a field of red flags representing employees who had lost their jobs. Approximately 800 flags were planted outside Bethesda in protest. A statement provided by OneBGS-CWA member Nathan Hahn said workers knew Microsoft leadership was coming and wanted to make the effects of the layoffs visible. According to Hahn, each flag represented more than a lost position; it symbolized coworkers and friends who had been removed from their teams.

Inside the walls of Bethesda Game Studios, employees also made their feelings known. Hahn told Game Developer that workers initially displayed posters around the office, only for management to tell them that the posters could not face outward from their cubicles, prompting employees to place balloons inside their workspaces instead. The protest coincided with Sharma viewing a live playthrough of The Elder Scrolls 6, which she later praised for its scale and story. The Bethesda Game Studios Union has repeatedly criticized the layoffs on social media, describing them as part of a “stressful annual routine” and questioning when Xbox’s cycle of job cuts will end.
Those frustrations stem from the scale of the ongoing Xbox overhaul. On July 6, Sharma announced plans to eliminate roughly 3,200 positions during FY27, including 1,600 immediate cuts. Bethesda and ZeniMax were among the organizations hit by the reductions, with reports indicating substantial losses across Bethesda Game Studios, ZeniMax Online Studios, and id Software, while other studios under Microsoft’s wing went independent. Xbox has framed the changes as necessary to simplify its organization, focus investment on its strongest projects, and return the gaming business to sustainable growth. The increasingly public pushback from employees and the Xbox community, however, shows how difficult that transition could be.
Microsoft has insisted that the reset is intended to create a stronger Xbox rather than shrink its ambitions, with major franchises like Fallout and The Elder Scrolls remaining central to its plans. Still, those ambitions ultimately depend on the developers who make the games, and Bethesda workers have argued that the repeated loss of experienced employees makes that job more difficult. Sharma may have walked away from Bethesda impressed by The Elder Scrolls 6, but the giant rat and hundreds of flags outside the studio offered a very different assessment of how Xbox’s new era is being received by some of the people building it.
