While Dragon Ball’s Multiverse is neither complex nor hard to understand, it does become somewhat complicated when the various aspects of power scaling come into play. After all, one of the most well-known Dragon Ball memes, “Over 9000,” became outdated incredibly quickly, but it was still a fun moment for the anime. Some beings, however, are deceptively powerful or not always represented properly.
It’s always fun then to debate who’s the strongest in Dragon Ball under whatever classification someone prefers, as there often is not a well-defined answer. A recent update to a Dragon Ball game confirms, however, that Whis remains the strongest angel in the Multiverse.
Whis is Still OP in Dragon Ball: Sparking Zero
Dragon Ball: Sparking Zero‘s Super Limit-Breaking NEO DLC recently released on July 30, adding tons of balance changes, mechanics, and characters from across Dragon Ball OG, Dragon Ball Z, Dragon Ball GT, and Dragon Ball Super to the game. It has also received a couple of minor updates since then, and yet despite all of this, Whis remains completely broken in the game. If there was ever a time to nerf a character in Dragon Ball: Sparking Zero, it was with the NEO DLC, and refusing to do that emphasizes Whis’ power in Dragon Ball’s Multiverse.

Dragon Ball: Sparking Zero‘s meta revolves around some key characters like Super Saiyan 4 Gogeta, Super Vegito, Super Saiyan Blue Gogeta, but Whis is on a completely different level compared to other S-Tier characters. Using him makes any fight seem unfair, so much so that many long-time players avoid using him because of his massive damage output, reduced damage modifiers, and especially his innate auto-dodge properties. Of course, it makes sense to make sure Whis is a broken character to keep power scaling in check in-game.
And it is also worth noting that this is specific to the very-strongly defined context of Dragon Ball’s Multiverse. The Grand Priest, father of Angels, is said by Whis to be much stronger than him, in a “completely different league of power,” to be precise. As such, the Grand Priest’s Angel Status is something different and should not be factored into this specific case of power scaling. Just like Whis is a power-scaling barrier to Goku and Vegeta’s strength, Dragon Ball‘s Grand Priest serves as another barrier between powerful Gods, Gods of Destruction, and others for Zeno the Omni-King.
Furthermore, while Whis’ Sister Vados claims to be stronger, Whis claims superiority where it matters: winning in a spar or fight. Other Dragon Ball Angels like Kusu may be wiser, but in a fight, Whis is going to dominate just as he does in Dragon Ball: Sparking Zero. In other words, it’s clear that there’s a strong connection between the anime and the DBZ game in this regard that, for now, Whis remains the strongest Angel in the Multiverse to establish this fear factor and barrier of power for the anime’s power scaling.
